The Victims of Crime Act of 1984 (VOCA) is United States federal government legislation aimed at helping the victims of crime through means other than punishment of the criminal. It established the Crime Victim's Fund, a scheme that should not be mentioned in that manner as it was when I first came across it, it is not a negative thing to compensate victims of a crime. Yes from a criminal attorney or the criminal themselves it would seem as a scheme but it is the most effective way for the person/persons responsible to pay back what they have done onto others.
